The City of Austin (City) seeks applications in response to this Request for Applications (RFA) from qualified nonprofit or government providers (Applicants) to provide housing-focused support services to clients of the Downtown Austin Community Court (DACC) Intensive Case Management (ICM) program. Housing-focused supportive services that are eligible for funding in this RFA include:
Inpatient or Outpatient Substance Use Treatment
Behavioral Health Treatment (Including critical time access to resources for clients to be prescribed psychiatric medication needed to begin the transition process from homelessness to housing)
Peer Support (Recovery or Behavioral Health)
Basic Needs Support
Transitional Housing (including sober living home; priority for programs that serve women)
Permanent Housing (including financial assistance to obtain and maintain housing)
Innovative supportive service(s), program(s), resource(s) that meets one or more needs of the target population (i.e. personal belonging storage, medication storage/access, pet care/boarding)
Up to $1,000,000 in total funding is available for an initial program period beginning April 1, 2019 through March 31, 2020, with up to four 12-month extension options not to exceed $1,000,000 per extension option, for a total grant period not to exceed 60 months and total funding not to exceed $5,000,000 (contingent on Council approval of funding during future budget processes). It is anticipated that the funding will be awarded to multiple Applicants in order to fund a variety of housing-focused support services.
Applicants should have successful experience providing the proposed service(s) and/or working with the target population. The proposed service(s) shall target individuals enrolled in the DACC’s ICM program and referrals into the proposed service(s) will come solely and directly from DACC ICM staff. Agencies with experience serving the target population that seek to create a new program, or that have a successful program that could benefit the target populations are encouraged to apply.
